Um, I'd actually say it's VERY common for people - men AND women - not to wash their hands. There are plenty of times when I see women exit bathroom stalls and just leave. I've even waited for both an old colleague and an old boss to use the restroom (a single-stall/room type bathroom), and realized they BOTH didn't wash their hands (I heard the toilet flush, but the sink didn't turn on, and they immediately exited).
